Job Description

Your Team

The Development Manager is a hands-on role, primarily responsible for directing land development operations through oversight of project teams consisting of internal and external resources. This role takes a lead role in evaluating ongoing production and planning operations, operations team performance, servicing efficiency, cost control reporting, and delivery of product to serve sales objectives. These responsibilities are carried out both through completion of specific tasks, as well as, directing, coaching, and supervising operations staff.

Your Key Deliverables

  • Creates effective mechanisms and manages relationships with internal and external parties involved with community development (staff, regulatory, advocacy groups, other developers in joint ventures, production, etc.)

  • Manages planning and engineering workloads to ensure that the business unit goals, objectives, and results are achieved with respect to community development applications, permits, and servicing.

  • Coordinate approvals, compliance and release of monitoring requirements through federal, state and local governments; serve as liaison for the project as it relates to all permits and permitting processes and agencies.

  • Maintain positive relationships with agencies to streamline review processes.

  • Represent Owner’s interest regarding regulatory, community and industry matters.

  • Be knowledgeable of and monitor federal, state, and local regulatory issues relevant to land development.

  • Participate in strategic planning process including performance objectives, business plans and competitive strategy.

  • Assist Vice President in on-going planning for existing projects and in acquisition analysis for new projects.

  • Provide analysis and input on monthly and quarterly cash flow and variance statements.

  • Prepare/supervise preparation of project budgets, reports and development recommendations.

  • Provide cost estimates, schedules, and forecasts, for development activities.

  • Participates as a board member of the Community Associations and Commercial Associations.

  • Coordinate the review of builder construction activities to ensure compliance with community standards.

  • Serve as a member of the ARC Committee responsible for the review and approval for all architectural and house siting plan submittals.

  • Supervise and schedule on-site activities, including development and amenity operations, and projects both horizontal and vertical, under the direction of Vice President. Ensure timely completion of activities in compliance with approved Business Plan.

  • Administer the consultant and contractor selection and bidding procedure, preparing and reviewing construction contracts, tabulate and analyze bids and select contractors.

  • Construction administration of lot development, amenity, and maintenance contracts, including bidding, approval of invoice and acceptance of completed work.

  • Approve all invoices for material and subcontractor payment requisitions before they are submitted for payment. Ensure that all charges for change orders are reasonable and that work is properly executed. Initiate and prepare all change orders and back charge paperwork to subcontractors.

  • Manage NPDES monitoring consultant, related State and Federal reporting responsibilities as well as oversight of all project erosion control devices.

  • Manage the planning, design, construction and operation of project development, including all related development activities.

    Must Haves

  • Degree in Engineering, Business, Construction/Project Management or Urban Planning and 5+ years development management experience

  • Excellent influencing, negotiation, interpersonal, and communication skills, ensuring the highest quality deliverables

  • Consultative, collaborative, proactive, outgoing, and practical

  • Knowledge of local community related Acts, Policies and Guidelines

  • Strong communication skills
